Watch those who do it well, and emulate:

Steve Jobs, Seth Godin both come to mind.

Get in front of people and fail, practice, succeed, and gain experience - you need to do it to master it, and sometimes that's painful.

Get people to tell you how you did in an honest way - not your mom or your pals, but people who don't mind telling you the truth even when it hurts.

Video yourself, and watch the tape with people. It may be painful for everyone involved, but if you had your video digitized and up on youtube, we could all be giving you pointers on your style right now.

Practice, practice practice.

research your subject/mandate thoroughly,very thoroughly and go out and speak.and speak untill your well versed and confident then take it to a higher level. ie. town hall,community centres or say schools.then my friend you will be ready to speak in public.be passionate!
