Contact the National Weather Service and inquire about their Storm Watcher Program.

They will give a training program to qualify you to be a severe weather spotter, with this you can build up experience and a reputation.

In school you will Need math and meteorology classes.  Astronomy and science will round out your basics.

Learn what to look for, how to describe it, and be able to report it.  With the storm water program you can get a call in number to make observations and will also be contacted to verify other reports.
