How can I bring an immigrant from the UK?

OK.. so I have a little problem that I wanted to solve and need your help. So, this is the story:

I have a friend from the United Kingdom that wants to come to the United States when he's 18 years old in my apartment when I'm also 18 years old. But the thing is that I don't know if he can buy a direct flight from the UK to NY just like that or does he have to pay extra to live in the United States ?

We do have to do paper works and stuff and pay extra money so I can bring him here or just pay a one-trip direct flight from the UK to NY ? I'm confused and need help..

He can come as a tourist. UK citizen does not need visa to come.

He needs a visa as far as i know.

He would have to come either as a tourist or as a international student
