my friend its bit risky.....in the economical point of view. Your brother is in Nepal, so, its obvious US embassy wont issue visa if he cant demonstrate extreme condition&need to go to US. Now what you can do is ask your brother to go to Thiland through travel agency. From there get the visa to combodia and go there and from combodia get the visa to Cyprus and then to schegean country. Then fly to Norway. From Norway its easy to get canadian visa for thirld world country people. So after you reach Canada go to the city which is near the boarder of USA. Then there go to local resturant and local coffee shop, local car garage and etc there at some instant your brother will find someone who is professional in bringing the people from canada to USA without visa. Now you can come to Nepal to US without VIsa. But the total expense will be almost around 15-18 thousand dollars. All the best and Good Luck.

He could come for a visit, but you have to have a visa if he intends to stay for more than 6 months.

Why don't you try for a visitor-visa and let him stay here.

Create a special occasion for which he must come.
