How can I build a US Embassy in Tibet?

I want to build a US Embassy in Tibet so I can destroy it and build a swimming pool in its place in which I can play Underwater Guitar Hero.

That's an outstanding idea.  Remember to build according to proper code standards though.  Building sub-standard buildings is just irresponsible.
