How can I build a basement if I live near the coast and the ground is wet?

I live near the ocean in Monterey, CA. I am thinking about building a basement (not really a basement... I just need an underground room. It's going to be really small) but I heard that most people near the ocean don't build underground because there is a lot of water in the soil. Is this true? How far down do you need to go before it starts to become a problem? I only need to go down about 6 feet.

If the soil IS really watery, how can I build a room? Will a tarp hold out water (this room is temporary.. it only needs to hold out water for about 3 years)? Or, how would one build out of concrete? WOuld this work? If I get down to 6 feet and I get a puddle, can I use that to mix with concrete and make a floor? WIll this hold out water?

  1. Well a soils report would do wonders.

    Pressure treated lumber has worked for foundations in Alaska,along with waterproofing.I'm afraid you are going to need a contractors help here.Sinse Ca applies a different set of codes it may be worth a chat with your building dept to see if even feesable.
