How can I build a small and affordable tree house?

Agree more info needed, but generally, just frame a floor with 2X6 planks, and floor it with 3/4" plywood.  Then, add 2X4's for a railing.  You'll want a Skil saw, a box of 4" nails to put up the floor framing and railing, and some 3" nails to nail the floor to the framing.  You could get away with a hand saw, but if you have to make a long cut in the plywood, you will regret not having a power saw.
