How can I change a 3MB picture to a 0.6Mb picture????

Open it up in any photo editing program. You can use Paint that came free with the operating system. Resize the image. You will have to experiment to figure out the percentage that will give the correct size. Be sure to save the original as you can never make it larger again without losing detail. Figure a 50% reduction in height and width will make it about 25% of the size.
