How can I change a picture's resolution?

Open it in a photo editing program. Paint is free with the system. If there is a menu choice to change the resolution then use it. Otherwise, use the size option to change it.

depends on size and resolution already for image, and to make larger or smaller per say, also clarity and file type, a medium size image 4x6"  at 72 dpi resolution could be increased % , but clarity would become blurred,
