I need to know the extact procedures on how to change algae into biofuel, as well as information on where i can buy the materials.

First you collect it.  You'll need a lot, so collect the h**l out of it.  Next you need to dry it out.  Try to spread it out in single-layer depth.  You'll need a lot of room for this.  Finally, you pour thousands of gallons of gasoline all over the algae....
