well sadly, that technology is not out yet. even voice recognition is not perfect yet. Let alone recognising and translating.

Usually there are groups of people that will listen and then manually convert into subtitles. It is usually the official media firms that will make audio translations to release in public TV.

That would require:

(a) Good speech synthesis software (nothing exists that gives very natural results)

and

(b) Good speech recognition software (the very best isn't very good, and it needs training on each voice)

So, you can't. You need people to translate things.
