How can I clean a hot water-pot of spots?

I have an electric hot water pot. Overtime the water-pot has got some small white spots on it's heating element. I have found that white viniger makes the spots disappera while it is in the pot, but doesn't actually clean them. Is there a way to get these spots out of my water-pot? (The electrical elements are built into the pot so it can not be put in a dishwasher.)
