How can I close a paypal with open dispute?

I bought two items from a seller in Taiwan (I am in Canada) which does not work. After one month of useless messeging with the seller, I opened a dispute. When the seller still denied taking responsibility I took the dispute to a claim.

Now Paypal wants me to return the damaged items to the seller so I might get my money back.

I went to the post office and it turns out that if I ship that item to all the way to Taiwan, it sill cost the same as the $40 I paid for it! Since postal services are alot more expensive in Canada than Taiwan.

So it is really not worthed.

Since paypal has been unreasonable before and I didn't get my money back from another fraud, I am trying to close my account, but I can't.

I don't know if this is because the open dispute or not.

But I can not even delete my bank account. (although I do not owe money to anyone)

Can anyone help me and tell me what to do to close the account permanently?

  1. Many similar problems have been posted on the Internet.

    Present the cost to ship the merchandise to Paypal.

    Refer to the California court case below. I could not find related court cases in Canada.

    "In August 2002, Craig Comb and others filed a class action against PayPal in Craig Comb, et al. v. PayPal, Inc.. They sued for alleged mishandling of customer accounts and customer services, with regards to PayPal's user agreement. Allegations included restricting deposited funds for up to 180 days until disputes are resolved, forcing customers to arbitrate their disputes under the American Arbitration Association's guidelines (a costly procedure), and requiring users to file claims individually, restricting class action suits. The court stated that "the User Agreement and arbitration clause are substantively unconscionable under California law" and ruled in favor of Comb.[32]"

    "To close your account, start by clicking on the My Account tab, then the Profile subtab:

    On the left side you'll see a list under the header "Account Information", the very last of which is Close Account. Click on that and it'll ask you to verify your account in some manner or other, probably by confirming the credit card number you used when you first signed up for the account.

    Enter that correctly, confirm that's exactly what you want to do, and you've just canceled your account. The remaining balance will be mailed to you as a physical check to the address you have specified in the account."
