How can I complain about a public internet forum?

There's a public internet forum of which I have come across who use aggressive language towards people and threaten people, how can I complain about this forum and have it closed down?

It depends what you mean by "public" - if it's sponsored by a public entity (government, school, etc.), you would have to go to whoever is in charge.  That could be the municipal government, or the principal, or the board, or others, depending on who it is.

If by "public" you mean "open to the public", there's probably not a whole lot you can do if it's a privately-run entity.  Any specific threats could be reported to the relevant law enforcement authority, but beyond that nobody would have a legal basis to stop them.
