How can I convince my parents to let me play the computer

My dad is going through menopause and refuses to admit it, he also won't ever give me the money he owes my bro and I ($95). My privileges on the computer deteriorated until I couldn't play anymore, he had no reason to take my privileges away, he just did. I want to slowly bring them up again without doing any work.
