How can I create the dance?

I'm in the 8th grade student council and we get to host a dance in November. Im in charge of the fundraising and i think i have that figured out ,but need to decorate the different spaces and make them look like one of these

how big is your budget?

you could get art students/the art dept. at you school to chip in by painting posters that look like skyscrapers

lighting is always a big factor. you can often rent light for not too much money.

you can also cut up ribbons and staple them together to hand so they look like exploded fireworks.
