  1. Who is your VoIP service provider?

Where is their POP located (Points of Presence)?

Most 1-866 numbers are generally only valid if a call originates from within the USA, or Canada.  And sometimes, they will only accept calls from certain regions, or area codes of USA, or Canada

Whether 1-866 calls are successful or not in part depend on where you are calling from.  In the case of VoIP service, it may depend on the location of the VoIP server through which your IP-Phone is registered with.

If the VoIP server is located in USA, you should be able to just dial 1-866-x*x-x*x.

If that doesn't work try using the International Direct Dial Code (IDD) of 011 first.  Thus, it would be 011-1-866-x*x-xxxx.

If that doesn't work, try using the IDD of the country in South America from which you are originating the call from.

If all else fails, try using Skype.  Skype allows free 1-800 calls, and I believe 1-866 too.  With Skype, you don't even need to have any call credits to make the 1-800 calls.  That's one of their free offerings.  However, I'm not sure if Skype cares from where you are originating the call from.  You may just have to try and see.

  2. Is your IP phone in South America a US number?  If it is - just dial it straight up.
