How can I disable Special Notices and daily digest e-mail setting?

Members are persistent in setting their e-mail setting to Special Notices or Daily Digest. I have been in other groups where these settings are not available. How do you do that. I've repeatedly said I do not send Special Notices. Members who choose this miss out on tag pick up and new updates, this is a low volume group.

actually, these are default choices and no group can edit those choices or change that default.

you'd need to make a specific rule about mail setting choices for your members- Yahoo allows members to select their own mail settings.
