Shes very cute

Gobs of eyeliner - black, probably liquid all over the lid, or use really dark eyeshadow and eyeliner combined

mascara, ditto and maybe fake eyelashes

eyebrow pencil really close to your hair color which in her case is black.

really matte light colored make up/foundation super close to your skin color if you have light skin. Might be hard to pull off it you're not.

No blush

Matte, matte, matte, no shine keep the puff handy if you have oily skin

Lip color really close to your foundation color but maybe a tinge darker so you can see you have lips. No shiny, no glitter. A lot of lines make 'nude' colors for lip.

I knew a girl who used cover up sticks on her lips for a similar look.

Funny, she reminds me a lot of a friend I knew back in the day who was killed in a car wreck about 8 years ago.

ok so here's what i do to achieve that look:

1 line waterline (the skin thats like closest to your eye) with black eyeliner (i use pencil)

2 then i line all around my eye with liquid black eyeliner

3 black mascara on top and bottom lashes

and thats it hope i helped a bit!

To me it looks like she has foundation on, pink lipstick, eyeliner on the top and bottom and around the inner corner, black/grey eyeshadow and mascara. So maybe just do that..

liquid eyeliner and just a little bit of charcoal/black eyeshadow.

and get a coverstick and put that on your lips, and then put some clear lip gloss over it.  The thing that makes her eyes pop so much is because her lips are nude.
