  1. Of course there is more than one way to skin a cat here, but you can make the picture more vibrant by upping the saturation and contrast and then adjust the lightness until it looks right (all under the "image" pull down box I believe).

Create a border by clicking the image pull down box, click edit size (choose edit canvas size) and then you can increase the size of the image around your picture.  Use your selection icon and select the edges of your original picture, then open the "select" pull down box from the top and click "select inverse".  Then use your "fill" tool to fill in the black edges.

  2. Looks the the pic was layered over a larger black background, then using the Beveled embossing in Blending to get the beveled edge. Might have been a bit over-saturated, too.

  3. To create the borders, click on "Image > Resize > Canvas Size...'. This will allow you to add the border around the picture. Adjust the height and width values to add however much of a border you' like.

The arrows allow you to control which edges have the adjustment applied to them. The up-arrow, for example, will apply height changes just to the bottom edge of the photo. (With no arrow clicked, width changes are split between the two sides and height changes are split between the top and bottom edges.)

Once you've set the border you want, click on the 'Paint Bucket' tool and fill the border area with whatever color you'd like.

  4. to make the border, select black as the color and then select the paintbrush tool (the 4th one down on the second row of the toolbar).

select the brush size you want (by setting it up in the top left corner of the screen).

then hold down the shift key (this makes the line stay straight) and draw 4 lines around the edge of your pic.

to make the picture more vibrant, select the drop-down called 'image' (top near middle of the screen) then the second choice here is 'adjustments': now you need to mess around with the following 3 choices: color balance, hue/saturation, and brightness/contrast (all of these 3 are under the 'adjustments' category.)

if you have any trouble, feel free to email me, or if you want you can send the picture to me and i'll do it for you.

    EDIT:

the other 3 answers are slightly different and more complicated ways to do the same thing, but some of their instructions are slightly flawed, and i strongly suggest you follow what i have written FIRST, and if you do not get what you wanted, try the other instructions.

    good luck! : )
