How can I edit my pictures like this?

Question

I want to be able to put in a picture like they did on this one with the sunflowers. I wouldn't do the sunflowers but something else on my own pictures. What program could I do this on? I'm not about to go run and buy some expensive program at all either.

um sorry im not sure i know how to do that but if u go to photobucket and click on edit photo there are lots of things youcan doi really hopethis helps you

photoshop and gimp photoshop cost a lot of money but gimp is free
