One way that caught my attention was an avon rep that left her brochures in a fast food establishment, it was a bagel place, I guess she was a regular there and asked the staff if she could leave a whole bunch.  If you have a hairdresser that you frequent you can leave them there, not too sure how it works but you could offer them something in return:)

So, just get to know businesses in your area and get friendly with the people working there, you could also try setting up a business profile on facebook, craigslist(just be careful where you meet)
