How can I find a relative?

I am a minor searching for a relative who's also a minor. I'm adopted and I'm not sure if I'm allowed to contact my brother. Who can I ask?

there is no law that says you can't try and find your brother.  You can register at one of the sites where adoptees and birth parents try and find each other.
