How can I find city with the best weather?

I'm looking for the city or area in the U.S. with the average low temperature closest to 74 with the average high temp closest to 74, most sunny days and least amount of wind. Any tables with that information would be enough for me to figure the answer out on my own.

Sounds like you want the Channel Islands off the coast of Los Angeles, Catalina Island fits this profile although temps are in the 60's
