  1. You have to pay extra to an ISP to get a Fixed IP.  Most of the time, business that have websites or backend servers will want to have the IP fixed so people can reach back to it or build VPNs to it.

If you have a normal ISP account from either DSL or Cable, it will be DHCP and change once in awhile.  This helps them manage their IPs better and its cheaper for them to operate!

  2. The easiest way would be; if you have a router, go to whatismyipaddress.com and see what it is, turn off the router and turn it back on and check that website again to see if its the same. if you have a modem do the same but you can go to command prompt to check instead if you want.

  3. Ask your ISP, if you are asking the question here, it is probably not as most people do not need a fixed IP address and, quite often, have to pay extra for it.

  4. Just check a couple of times using ipconfig on dos-prompt. If you see the same number for a week, here is the answer.

Just so you know, in the UK it is not very usual dinamic IP addresses. I can't record any broadband providers which do it. You probably have a fixed IP.

  5. If you're on broadband, then yes, it's fixed because it's on all the time.
