How can I find someone who's last name I only know the first 3 letters but I do know it is a big long name.

I would reconize it if I saw it and the first name is very uncommon.I also know the person's date of birth.Is there a list at college's or Tech schools with the graduate's names ?

Many Colleges and Universities have Associations of Graduates.  Graduates also, often belong to Professional Associations.  If you know the person's likely career choice, you could try the Registers of that Association.
