  1. -70 are called "Follow me" numbers.  They can be redirected to a phone number any where in the world.  There is no reason to suspect that the person who answered you call is in the UK.

    These numbers are frequently used by Nigerian scammers and fraudsters.  Don't send your personal details or any money to anyone who uses one of these phone numbers.
