How can I get I.D. without I.D.?

I have recently lost my wallet. Along with it, I lost every piece of I.D. I had. Dummey me never made any copies of none of it. I went down to get a state I.D., and they said I have to have social security card. But when I went to get my social security card they said I had to have a photo I.D. Same thing with my birth certificte.I fell like a dog chaseing it's tail

How about things like an insurance card,& policy registation to your car,a utility bill.Take those things in & anything else with your name on it,such as a check stub. (or bills)Take as many of those things that you can find,then if the first person you talk to don't give it to you,ask for a supervisor.Go to the police station,& tell them you lost your wallet,& need to fill out a report. Take a copy of it in with the other stuff in with you.If you are under 18 your parents can sign an affidavid,stating you are you.also,your employer can fill out an affidavid.
