you cant its only for channels that pay for them.

I don't think you can do that as it's for Companies who are Partners of YT.

You get special privileges if you are a Partner in the Company,...so you can Accessories the page to how you like.

It's a bit like MySpace.

Some Musicians can have allot more tracks on there player's than the rest of others who have a Music Account.

I think they pay something towards the site,..from sponcors,..etc etc ,...
