Well the question is, how have you come by this information?   Why would you want to find out, unless .....   you're planning something fraudulent or illegal   I'd  get  this question of this site and  quickly before you're reported mate. You could find yourself in the arms of the law.

You cannot. At least not legally.

Now, if you were a company finance officer and had an enquiry you might write to the bank explaining why you needed to have contact with this person (eg. they were sending you money from this account and you had no record of the client). They might contact that person for you and ask them to contact you. Long shot.

Or you could bribe a bent bank clerk and run the risk of criminal proceedings !!

Well I hate to think why you have this information and hope you are not planning to committ a fraud !! Try looking in the phone book for their name particularly for a name in the area the bank branch is or go to that bank if you are trying to return something belonging to that person and its for example their cheque book or credit card then just hand it in to the bank.
