1. Go during the cheapest time of year -- winter, except around holidays.

2. Sign up for sale alerts to your email, and be ready to book your winter flights to France when they drop to a historically low level.  To do that, you need this: http://www.farecompare.com -- enter your cities and click "find cheap airfare."  It handles your sign-up for alerts, fare history on that route, ratings of current fares, etc. and even lets you click through and compare against many other sources to be sure you've got the cheapest seats for your travel dates.
