How can I get copyright-free images to use on my website?

Like pictures of celebrities etc. Apparently, if a picture is in the public domain such as Google Images or Facebook, then it can be used, could using them have negative repercussions?

Google "public domain images". There are a few good ones. Most of them allow personal or commercial use (read terms) and allow editing. And just because you find it with a google image search doesn't make it public domain, if I understand the second question.
