Plant bushes. Females don't fly much, and during mating season, when all the flashing is going on, the females will sit in the bushes, and the males will fly, locating each other by flashing.

Males will test an area likely to be a habitat for a female by hovering, flashing, moving a bit, flashing, and so on. That's why you'll see them hanging around bushes.

Females will also hang around in grass, but not on short grass, and lawn mowers tend to be a deterrent.

Don't mow the lawn.  There are many species of firefly.  Some like grassy fields, others low brush, high brush or trees.  Different species fly or use different levels of vegetation.  So generally the more varied the vegetation the greater the number of firefly's.  And no, they are not attracted to light.
