How can I get my Domain back if the webmaster is keeping it hostage?

We purchased a domain through a webdesigner and now like to go to another person. The person who purchased the domain is not letting us transfer the domain, he just ignores our requests. The domain is an .org. What should I do? Is there a place I can complain? How can I get controll over the domain?
