This probably doesn't answer your question in the way you were expecting, but it might be your bra that's making your back fat bulge look worse. The back of your bra is meant to be horizontal all the way around your body, so it usually sits below the biggest part of your back where the bra strap bulge occurs. It is often the case that when the back strap is making a bulge, it's actually riding up your back in which case you need a smaller band size.

I'm guessing you mean (not to sound mean) but the fat or extra skin women get from their bras?

Well first make sure you have the right size you can go to a Department store and they can fit you.

Not sure what you mean, but you can wash it and dry it, iron it, or smooth it out so it doesn't show through your shirt.
