If you're outside of Mexico, look for a mexican consulate or embassy in your area to issue one. I personally don't know what kind of documentation they request as proof of citizenship, you might need to bring a birth certificate or a mexican passport of one of your parents.

If you're inside Mexico, there's tons of local govermental offices that issue those kinds of documents. They will also request proof that one of your parents is mexican. Usually the building that gives these kinds of documents is the same one that issues driving liscenses and marriages. You could ask a local where that building is.
