  2. There's not enough information to help you. Which tribe is involved and when did they live? CDIB cards were only issued to tribal members living on the reservation. If they moved off, they didn't need the card. If you know which tribe they belonged to, you start with the tribal office in the area where they lived. There is rarely one "central" tribal office. (A Chippewa from Wisconsin, for instance, will only have records at one tribal band in Wisconsin. A Chippewa tribal office in any other part of Wisconsin or Michigan or Ohio won't have records on anyone other than those tribal members from their own area).
