How can I get my hair like this?

Did she use a curling iron? Or velcro rollers? I have about a small-medium sized curling iron, would that work?

I bet she uses a combination of velcro rollers to create volume at the crown, but uses a curling over on the ends.  To get a similar look, I'd apply a lightweight curl cream into damp hair.  Blow-dry the hair, and then apply the rollers to the crown.  Spritz a light mist of hairspray on the  hair, and let it dry.  When curling the hair, spritz a light mist of hairspray on the hair which helps to hold the curl.

It looks like it could be an Enzo Milano Conico Iron probably a 44mm iron that is used. which takes about 15 minutes to do a whole head of curls and waves. If not then I would probably say conical hot rollers or pivot point rollers that you sit under a dryer. But with this being done as a shoot it I'm betting on a conic shaped hot iron. Its faster to use.
