Volumizing gel/mousse/shampoo.

Blow dry upside down.

Curl the ends outward.

curl it using like a 1 in curler or maybe use a bigger curler depending on how big you want the curl to be. the curls in the 2nd pic is curled outwards so turn your curler so that the curls with be curled the opposite way of your face

get a curling iron and curl your hair

if you want your hair like that forever, print out the pics and show them to you're hairdresser..

you can get a perm and they can make your hair look like that

then you can straighten your hair
