How can I figure out when it will expire and buy it for myself?

If you do a whois query on the domain name you will get the expiry date for the current lease. The current holder usually has a month from the expiry date to renew the domain before it is released to the public. Even if it is not renewed you might not get it as there are many companies who automatically buy expired domains to try and sell them back.

you can use http://www.whois.net to see who currently has the domain registered and when it will expire

Do a whois lookup.  There will be a field that looks something like this:

created:                         19-Jul-2007

last-changed:                    20-Jul-2008

registration-expiration:         19-Jul-2009

Of course, the owner could just renew the domain before the expiration date.  But at least you'll know when it expires.
