How can I get my image from 900 kb to at max. 500 kb?

I'm trying to upload my pictures to a site but it says that the max. kb allowance is 500. All mine are 900. Is there anyway to make them smaller? Cropping? I only have IRfanview and don't know how.

Here is the easiest way I can think of, that is less technical, unless you are familiar with photoshop or other photo editing softwares. But, you can set up an account at photobucket.com upload your photos there and they will be down sized automatically. Then all you would have to do is right click on them and saved them on your computer (desktop or create a folder) then upload them again to the site of your choice.
