You can't...and you probably shouldn't.  If someone felt you were pressuring them, or didn't want to do it...it might be for good reason.  However, I would only want people "devoted" to being a member of the "neighborhood watch."  Failing that, what good is someone for whom you cannot trust to watch out for each other.  Let them be and move on to someone more involved and enthusiastic.

  4. The only way that you can get others to join is by convincing them that it would improve the safety and quality of their neighborhood. They need to know that the rest of the community is supporting it also.

    One of your best steps would be to convince some of the neighborhood leaders. Most places have them.. the people that everyone knows, and they know everyone.

    Try throwing a party and invite a representative from the local police to talk. It should be low key and enjoyable so that people are more likely to listen.

Have to agree with what everyone else has said so far - but I would also recommend that if you want more people to get involved with a Neighborhood Watch program is to provide the neighborhood with a "crime rate" map. (This would show which types crimes happen in/around the neighborhood, and how often they happen. Most local law enforcement agencies should be able to provide you with this type of information.)
