How can I get rid of small black ants on my porch?

They seem to be coming from an electrical outlet and they crawl up the wall.

Traps work well and adding borax near the openings helps alot. You should find where the colony is and put traps and borax around it

You can buy ant traps that contain a poison that the ants carry back to their colony and feed to the queen, which kills her, in turn killing off the whole colony. I had ants on my deck and this seemed to work pretty well. I'm pretty sure you could find these traps someplace like Walmart.

You could get a  exterminator to come and clear the area or just get spray at a store.
