I live in Saudi Arabia and I want to apply for the american green card,what are the steps to do that,and from where to start?

The lottery is one option, or you can marry an American citizen - so long as it's a legal and mutually consented and consumated marriage to someone 18 years or older - this would perhaps be the quickest.  But obtaining permanent residency by marriage is invitation to the USCIS for scrutiny seeing how many fraudulent or false marriages occurs.

    Another option would be to apply for a job here in the US and get your employer to petition you for an H1-B visa, then apply for an adjustment of status after you get here also with your employer's petition and support.  You would have to demonstrate extraordinary abilities or your employer has to prove there is need for your skill/experience and is not able to fill that position from US work force.

    But you can't just apply for a green card without going through other steps unless you're marrying a US citizen and even then you'll only receive a temporary green card which has to be changed to permanent after a couple of years.

First you must apply for immigration.  If you meet all of the requirements, have a sponsor, and are approved, you get a priority number and have to wait in your country for that priority number to come up & you get your immigration visa to enter the US.  After you are admitted to the US, you can apply for a conditional green card.  After 2 years, you can apply for removal of conditions.  If approved, you will get a permanent green card (legal permanent residence).  After you have fulfilled the residence requirements, you may apply for citizenship, take your English and civics exams, and if you pass, you will be assigned to a naturalization ceremony to take the oath.

    About a billion people are trying to get into the US, and obviously we cannot take in even a tiny percentage, so waiting lists are very, very long.  It can take 5-10 years after approval just to be admitted.  Depends on how many people in your country got in line ahead of you.
