Stand and wait for him with a cold water hose in your hand.  As soon as he  starts to pee  - blast him with the cold water.  That should cure him for a  while.

Does he not have a toilet at his place?

In some municipalities it is illegal to urinate in public.  Take his picture if you do not have a hose ready  show it to your mayor at the next city council meeting and ask them if they want this guy do the same thing in their front yards.
