How can I incoporate animal abuse and criminal justice technology?

I'm doing a report/ speech for a criminal justice class. What I need to do in incoporate whatever I want to talk about with some aspect of crimial justice technology. Does anyone know ways criminal justice professonals use technology to help stop and prevent animal abusers?

It's called a telephone.

People in the neighborhood see somebody abusing or neglecting an animal, and they report it to the cops. Cops come, arrest the abuser, and take the animal to a vet. If convicted, the abuser will be fined and/or imprisoned, and may or may not be allowed to own any more pets in the future. That's about it. Animal welfare is a fairly new field in law enforcement, so there really isn't any fancy technology involved yet.
