How can I keep pigeons off of my balcony?

I live on the 16th floor of an apartment building, the city won't let me hurt them and I don't want to put up a net...

Toy, (brightly colored) snakes have worked for me in keeping birds from nesting over our front entrance.

I've seen a few solutions. There's anti-pidgeon wire that runs along your balcony edge - it's like barbed wire but with REALLY long spikes. A fake owl, as someone else suggested, is also a good bet.

try something that moves like a wind chime etc, or try hanging some old CD discs first
