  1. Wait why? specify PLEASE.

  2. Foster placements are confidential.   Therefore the placing agency can not legally give out that info.  You could help your cousin write a note and send it care of the placing agency and see if they will  forwared it to her friend so that child knows her friend is thinking of her.   There is no guarantee that the agency will do that but it is the best chance of communication.  Depending on the reason for the placement the agency may feel that for the child's safety it is better not to have the foster home location known to someone who could tell the family if someone in the family had hurt the child or who might upset the child more.  Then again they might think it is in the child's best interest to know that friends care.

  3. Depending on where you live.

What I would suggest is calling the various child protection agencies in your area and ask them. Each agency will have it's own rules governing who can locate children in care.  If you meet their qualifications, I am sure they would be happy to assist you.  Don't be discouraged if someone tells you no, try again the next day, you may just get someone more helpful!

  4. You would have to go through the foster care agency, or through social services.  They are very tight lipped though when it comes to discussing cases, and they will probably insist on background checks etc....

  5. in canada the childs identity is protected. you would need consent of the court and they would handle it for you not be asking strangers on line. there are legal methods as the child is in care, not in custody, but in the interest of kids everywhere i am not going to disclose them on the web to a stranger.
