How can I locate someone that's in Cuba?

She might even be in America,though that's doubtful, but maybe? It's been a little over 16 years. Please could someone give me some insight, the family I'm looking for is the Milian family.

People with the surname Milian run to over two columns in the Havana phone book - and that's assuming she's not moved, or living with someone who has the phone in a different name.

Perhaps you need someone to go back to the last place you knew, and ask the neighbours.

Then dial the country code. For Cuba this is "53"

Then dial the province/city code listed by the town name in the phone listings. For Habana this is "7"

Finally dial the listed phone number.

Call all the Milians and ask them about the ones you are looking for.

Maybe by looking on some White Pages or Residential Pages, But in Cuba

i'm not sure .  i would list out on paper all your possible sources that might know from anyone in this family.  think about what they did for work/coworkers/ extended family, hobbies,  friends/freinds of freinds if they belong to any churches.  sometimes these folks will not give you the persons direct phone number /address , but would be willing to send a message to them and give them your name/contact information / telephone address and ask that the person you are seeking contact you.  

contact each person individually and ask for assistance.  let them know if they think of anyone else / or remember anything , to give you a call or email again.    sometimes, when you first call someone / even if they know the family/ they may not be willing to give the information out fast.   a day later they might think about it and decide okay and call you back with information.   leave the "doors"  open for this.
