How can I look at someone's criminal record?

A new free online search is available at www.criminalsearches.com.  I checked it out recently and it even has arrest information, even when the person hasn't been found guilty

No free ones. PublicData.com is pretty cheap but works only for some states. If they've been around the same county for a long time, information on who's been in jail is generally public record, and court dockets are open judicial records. You can ask the clerks of the local courts. Most state criminal record agencies, like state police, have a way for you to get a record by paying a fee.

I think there is a free site somewhere out there my dad uses and kids at school were searching people and I know they didn't have a credit card. Dang.

Police reports

At the police station you can get some for free back until 1997 or something like that, but if you get a whole bunch you have to pay.
